When my 4-year-old son wants to speak, he has to stomp his feet on the floor for a word to come out. I've been told it will go away in time. Is this true?

It is difficult for me to comment on your child's speech based on your description and having not evaluated him. It is concerning that he needs to "stomp" his feet on the floor to talk. At 4 years old, children usually are easily able to express themselves in clear sentences. From what you stated, I would first discuss your concerns with your pediatrician and have him evaluated by a speech-language pathologist. A speech-language pathologist should be able to evaluate your son and determine if a speech disorder is present and provide therapy as warranted. Contact your local school system to have him evaluated. Children ages 3 to 21 are eligible for services provided by the public school system.
